Landlord problems can someone help me please?

i moved into an apartment and i went and gave my dep. then the day that we got to move in i went to the office to sign the rental agrement well when i got there she was like oh man i dont have your keys i said what i had the rental truck outside so she called the owner and he was like tell her that it will be ready by 4:30 so i was like ok i said do you want to sign the paper's and me leave the money order's they said no come back at 4 i said ok so i went to the apartment and came in the man cleaning and fixing the apartment was in there nothing was done he said it will be dont in 2 days i was like no the owner told me today well at 4 i called so i can go do the papers and she said call the owner so i did he said sorry for the inconvinoce just move in and you wont have to pay rent until we are all done i said are you sure he said ya but there will be people there doing things i said ok well 1 week later no one's came i told them 3 time no one has came yet they were like ok i will call you back well its 3 months and he called and said we will be there tomarrow to do the carpets and you will need to have all the rent you owe its now been 2 months and said he forgot but he will give me a 3 day notice if i dont have all the money from when i moved in... what can i do what do i do? can he give me a 3 day notice? i have my 4 kids and i did all the cleaning an everything....what do i do
