Although you are confused about the situation, I think he is also confused despite treating you in the way in which he has. It seems to me you have both been waiting for the other one to call, so maybe it is worth talking it over to see if the relationship can continue - explain it the way you have here. Tell him that you still love him and ask him out right what he wants, but if you feel there is no future for the both of you, try and make a clean break and don't let him play with your feelings.
