In the dark knight, in the hospital scene, how come harvey Dent didn't kill the joker?

in the scene where Harvey Dent was driven to madness because the loss of Rachel, the Joker dressed up as the nurse and convinces Harvey Dent to take avenge against the Batman. But it made me wonder why can't Harvey dent killed him in the hospital?
