What should I use for a temporary fence until the snow thaws?

My neighbors dog poops in my yard every day. I have verbally warned him, sent him a note, and animal control has warned him. I need a fence until something gets done because the dog continues to poop in my yard EVERYDAY! I'm 33 weeks pregnant and do not have the energy to deal with this anymore. I need something cheap and basic, and the ground is frozen so something that will work with that until I can put up a wooden fence in spring. I would do an invisible fence but my kids want to play out there.
