Are restaurants allowed to take 100% of your tips out of your paycheck?

I was under the impression that waitresses had a much lower minimum wage then other workers (because of tips). Where regular minimum wage is 7 something, wages for waitresses are only about 2.5. This would explain why you get paid much less then what you expect.
